Introduction

In January 1999, a Diversity and Equity grant of $7,635.00 was received to purchase microcomputer equipment for the Libraries at Maui Community College and Kauai Community College and Education Centers at Molokai, Lanai and Hana (county of Maui), The purchase of this equipment increased access for Native Hawaiian students and students of Hawaiian language and culture to primary source materials in digital format available on the web that document the customs, beliefs and history of the Hawaiian people and society during the late 19th and early 20th century.

The equipment purchased by this grant builds upon the work funded In February 1997 ($7,188.00 to librarians at the University of Hawai'i at Manoa, University of Hawai'i at Hilo, and Honolulu Community College to digitize selected Hawaiian language newspaper articles) and in November 1997 ($2,270.00 to continue the cooperative effort of UH libraries to provide electronic access to the digitized material and to complete the processing of images scanned in Phase I).

Description of Project

The 1999 grant funded purchase of basic up-to-date computer systems for use in libraries and education centers where there are high concentrations of students, scholars and researchers of Hawaiian language and culture.

Maui received funds to buy 4 computers (1 for MCC, 1 each for Hana, Molokai and Lanai Educational centers) and Kauai received funds to buy 1 computer. In late January/early February, the UH Budget Office added the grant funds as a separate line items to Maui's and Kauai's general fund operating budget. Copies of the award memo were transmitted from the Fiscal Office at UHM Hamilton Library to Lillian Mangum and Ann McKenna, with instructions to contact their respective campus fiscal officer for confirmation when the funds were received to setup a special account number.

Each site purchased: Intel Celeron 333 Pentium_II with 3-year parts & labor warranty coverage and a 17inch SVGA Multiscanning Color Display. Each site made a commitment to provide network connectivity, and (where possible) printers, for these computers.

Summary of Accomplishments

On March 22, Lillian Mangum reported the following status for the Maui Community College Library equipment:
"All the SEED PCs have been delivered, but only one has been connected so far. The MCC library (Kahului) library just got connected this morning. The IP address is: 166.122.61.84"

At that time, a Java script addition was made to the welcome page for the Hawaiian Newspaper Image Delivery via the Web site. The script set up a different User Survey form based on the IP address from which the connection was made. (See Appendix)

Lillian Mangum reported the following status for the Molokai and Lanai Education Centers equipment:
"The SEED Grant PC for Molokai was installed yesterday, March 21st. The IP address is: 166.122.68.101 [...] The SEED Grant PC for Lanai was installed on May 26th. The IP address is: 166.122.68.166"

On July 14th, the status of the final Maui installation was reported:
"Looks like our computing center guy will be going out to Hana the first week of August. He's waiting for a software package (unrelated to SEED) and then he will drive out there and set up the SEED PC[...]"

When the Hana equipment is installed, that will complete the MAUI portion of the SEED grant.

As for Kauai Community College - in May 6, 1999 Anne McKenna reported that:
"Our purchase order went in about 3 weeks ago, so we should be getting the equipment any day. I will notify you immediately when it comes and is installed." A follow up call in mid-July yielded the information that the equipment had been delivered; a workorder had been submitted to the Kauai CC Computing Center requesting installation, however the work had not yet been accomplished.

On July 27, Tom Kajiwara of the Kauai Community College Computing Center reported:
"System is setup as of Tuesday morning, IP address is: 166.122.53.140"

Evaluation

In February and March, the Distance Learning Librarians were asked via email:

"What questions you would like to have answered by the users of the PC/Hawaiian newspapers other than the generic ones we already have in our basic survey form? (For Maui, you will probably want to consult with the Education Center coordinators/staff to find out what they would like to learn from their users.) If there is specific information you would like to gather from each site's users - please send those questions in.[...]"

As yet there have been no specific additions or changes requested by Kauai Community College. Maui indicated that: "[...] Regarding surveying users, probably the basic questions like course, how many times the student has used the site, how useful, suggestions. [...]" Those changes are reflected in the custom survey forms currently on the web page (see attachments).

The equipment was not set up at most locations until the Spring '99 semester was nearly over - and some sites will not have their equipment ready for public use until Fall '99 - therefor, as yet there has been little opportunity to perform an assessment of usage via the online survey form.

On June 16 1999 Donna Haytko-Paoa of the Molokai Education Center reported:

"We have the computer set up on Molokai, independent of the MCC library on Maui. We are planning to move to a permanent facility in about 3-4 weeks and are packing things up for the move. We have only a few summer "bridge" classes for high schoolers going off to college, and one SPED 404 class this summer so the computer is not going to be used for the next month or so anyway. When the Fall Semester starts, we will have it set up in our 'library/learning resource center' in the new building for student use."

Final Expenditure

All microcomputers have been purchased. Purchasing was handled by each campus, as outlined in the email below from Hamilton Library's Fiscal Officer:

Continuation of Project

In April 1998, a grant request was submitted to the Institute of Museum and Library Services (IMLS) National Leadership Grant competition in the hopes of receiving a little over $100,000 in funding. The grant request proposed to buy the microfilm scanning equipment which was leased in Phases I and II of our SEED grant and to digitize an additional 9-13 titles.

Based on the achievements made possible by the SEED funding of our pilot project, and the value of the undertaking, Hamilton Library was awarded a 2-year $100,000 federal grant in October 1998. The grant has been used to fund purchase of digitizing production equipment and to hire student assistants to continue the work of digitizing of Hawaiian language newspapers on microfilm

The Web site has been moved to a dedicated image server (Sun Enterprise250 equipment) located within the Hamilton Library computer room. The new URL is: http://libweb.hawaii.edu/ -- and a redirect message notifies and transfers users who connect to the previous URL location. Significant portions of the following titles have been added to the web site since receipt of the federal grant: Ka Leo o ka Lahui, 1889-1896 and Ka Makaainana, 1887-1899.

The following additional 5 titles will be digitized over the next year:

  1. Ka Na'i Aupuni, 1905-08;
  2. Ke Aloha Aina Oiaio, 1896-1897;
  3. Hawaii Holomua, 1912;
  4. Ke Kilohana o ka Malamalama, 1907-1919;
  5. Loea Kalaiaina, 1897-1900.

n addition, a $5,000 grant from the Hawaii Committee for the Humanities has just been awarded to purchase and digitize the newspaper, Ka Nupepa Kuokoa, 1861-1927. Work is underway to establish a functional search engine and to enhance the records with keywords for search engine indexing.

Next semester, follow-up with the 5 sites will continue - to assist with the use of the web resources and to refine the User Survey.
