To the Congress: I herewith transmit a communication from the Secretary of State covering two dispatches from the U. S. minister at Honolulu. Grover Cleveland. Sir: It has been customary in these islands for the citizens of the United States to celebrate the Fourth of July with athletic sports, boat races, fireworks, etc., together with literary exercises, at which the American minister usually presides.
